* RECOMMENDATION:                                              *

This APAR is adding enhancements to the Functional Support
Library to allow support for the IMS Parameter Manager. The
following enhancements have been made:
- FUNLMM support added for History records.
- FUNPRS support added for comments and new parameter constructs
- FUNPDRW support for null files and empty directories and
  enhanced to allow it to run above the line.
- C++ classes added to handle ISPF functionality.
- Updated/added messages in FUNMSGT.
