Error description

• The FTP server returns message
  '451 Transfer Aborted: file error'
  if the following conditions are met:
   1. The FTP client has issued a GET of an HFS or MVS file
   2. The first record of the file is blank
  TRAILINGBLANKS / NOTRAILINGBLANKS has no effect on
  the problem.

  EZAFTPRR (retrieve) was checking if TRAILINGBLANKS was in
  effect and if so, causing special processing to be used for the
  file.  This is not valid for an HFS file.
  

Problem conclusion

• EZAFTPRR (retrieve) has been changed to first check if the
  file being retrieved is an HFS file.  If so, bypass any checks
  for special case processing.
