BME-EX-0047 Error When Opening Framework Manager Model

"BME-EX-0047 Unable to read preferences for the requested interface" message when trying to open a FM model that was working previously or when creating a new one.

When opening or creating a Framework Manager model the following error is displayed:

"BME-EX-0047 Unable to read preferences for the requested interface"

Replacing the bmt.ini file with a known valid backup does not resolve this issue.

Security is tightened in Windows 7 when applications are installed in C:\Program Files (x86). Even a user with local administrator privileges may experience this error.
