APAR status

• Closed as program error.

Error description

• Netview/FTP servers are in deadlock situation between the
  resource DVG221/SVCSER and DVG221/FSB@+FSBSLOT@.
  So other servers which need their reosurces wait.
  The FSBRESV flag isn't serialized when DVGMCSVC dequeues
  SVCSER and FSBSLOT.
  It should be noticed.
