Problem
In some cases, unquiescing services listening on 0.0.0.0 in a self-balanced group might not cause the service to get reinstated.
Symptom
If standby control is disabled after quiescing a service listening on 0.0.0.0, the service might not get reinstated after unquiescing the service and standby control is re-enabled.
Specifically, after the following sequence, the weights of the unqueisced services remain 0 on the active appliance:
- Quiesce a service listening on 0.0.0.0
- Disable standby control
- Unquiesce
- Enable standby control
