IJ01819: ABORT OPEN SEQUENCE IF PCM FAILS PATH APPLIES TO AIX 7100-04

Error description

• When using timeout_policy=fail_path, if the command that
  times out is one of the disk initialization sequence commands,
  the disk driver does not abort the initialization sequence.
  This could cause error recovery to take longer than needed,
  since the additional initialization sequence commands may
  also time out.
  

Local fix

Problem summary

Problem conclusion

• Modify the disk driver to recognize if the PCM fails the
  path in the middle of the initialization sequence, and
  immediately abort the initialization sequence in that case.
