Error description
If IPsec tunnels are configured but not loaded in the kernel, the lstun command may hang in an infinite loop, constantly printing the message IPv4 Tunnel ioctl failure. This is most likely to happen after a Live Partition Mobility (LPM) migration where the source system has IPsec configured and the lstun command is running while the migration is taking place.
Local fix
Problem summary

Handled the error code returning from filter ioctl and break the loop.
