IEFC003I ALLOCATION ERROR IN PROCESSING A JCLLIB STATE
.
1. This message was seen with:
  IKJ56225I DATA SET nnnnnnnn ALREADY IN USE, TRY LATER
  IKJ56225I DATA SET IS ALLOCATED TO ANOTHER JOB OR USER
  IEFC612I PROCEDURE nnnnnnnn WAS NOT FOUND
  .
  In this case, CNVT_ENQ=FAIL on the JES2 JOBDEF was being used.
  The solution is to set CNVT_ENQ to WAIT.
