Problem
Unable to start the Case Foundation Process Engine 4.x software sucessfully. It hangs while running the pe_start script.
Symptom
When attempting to start the Process Engine 4.x software we see the following messages in the elog file:

Error (0xffc00000) attempting to exec process 'F:\FNSW_LOC\sd\pe_start.bat'.

A failure occurred after a SYSTEM call.

Error (0xffc00000) encountered during initialization of IS software!
The starting process appears to hang. You are unable to open the Process Task Manager.
