Error description
cfgmgr could leave a tape drive in an in-access-able state were any future access would result in an EINVAL (rc) .. upon access to to the tape drive. This would occur infrequently where the initial access would fails due to device error and the 2nd time the device was access would respond properly but with EINVAL. It is usually the case if the initial access to the device fails then the device would be inaccessable.
Local fix
using rmdev -l rmtx with the ATAPE driver installed resolves this problem and issues an SCIOLSTOP to the tape lun. rebooting the host will also resove this.
Problem summary
SCIOLSTART to LUN 0 fails, after running cfgmgr.
Problem conclusion
The LUN is SCIOLSTOP'ed when INQUIRY fails.
