IY57504: CHARACTER CONVERSION ERROR IN LICENSE AGREEMENT IN JA_JP

APAR status

• Closed as program error.

Error description

• Certain license agreement (.la) files such as Java14.la will
  only appear on the system in their en_US incarnations, and not
  have the translated versions. Java14.la for ja_JP locale is
  one such example.
  This affects languages that require a graphic renderer, such
  as Japanese, and probably Chinese and the Hebrew character
  sets.

Problem summary

Problem conclusion

• The installp command will now look at the CULTURAL_CONVENTION
  setting in bosinst.data in all cases, when determining what
  languages for a license agreement file should be placed on
  the system. This gets around the reliance on the LANG variable
  which isn't always representative of the system's real
  language settings.
