Closed as program error.
Error description
If the WWPN or WWNN of a target changes for some reason, error recovery actions are enforced for the initiator by an SCN event. While changes of a WWPN are correctly processed, changes of a WWNN are not properly processed. This may cause a loop in error recovery resulting in a number of FCP_ERR14 errpt entries in the error log. In some cases, cfgdev and/or cfgmgr, as well as other commands may hang. This defect does NOT apply to adapters which are 8 GB (or slower). For those adapters, reference APAR IV87358 (and its sysrouted APARs).
Local fix
Without the fix, the only option to recover from the hanging commands is to reboot the host.

Problem conclusion
We added code to handle WWNN changes and issue relogin in such situtaion.
