Error description
The message "tcpdump: pcap_dump: A file cannot be larger than the value set by ulimit." is displayed when the tcpdump output file size reaches 2GB regardless of the ulimit setting.

Problem summary
We are re-compiling the libpcap.a with _LARGE_FILES flag enabled, since this library is common for few of the applications (BPF,IPTRACE,PTPD and many third party apps) We want these changes go through FULL ISST before we pull back the changes into all active streams
