The Cognos TM1 Operations Console Server status and grid may display as offline while monitoring the server under a heavy load

Problem

IBM® Cognos® TM1® Operations Console seems to indicate that a server has gone offline when it has not.

Symptom

When monitoring the server under a heavy load, the Health Status tab of the IBM Cognos TM1 Operations Console displays the server as offline; however the server is still online and TM1 Top indicates that the server is online.
If another server is started on the machine where the previous server was running, that server may also intermittently appears to go offline in the grid.
An error message such as "An error has occurred" or "Data could not be retrieved" may also display when the refresh timeout is reached.
