Error description

• SCTP association failed during recovery of single network
  fault.

Problem summary

• When single network fault is injected and then recovered,
  no heartbeats are seen on the path. This leads to SCTP
  association failure when other path is brought down.
  

Problem conclusion

• SCTP code is modified to take care of duplicate acks.
  This change will make sure HB Ack timer always runs and
  helps to identify network path failures and recovery.
