Error description
IOCTL commands such as SCIOLPAYLD issued on behalf of an NPIV client may fail with ENETDOWN (rc=69). This may be seen while executing LPM, but is not limited to LPM. Running fcstat against the physical adapter on the VIOS shows the physical link is up. This can occur after a link down/up event on the Emulex 16Gb FC adapter. An inspection of the NPIV client's initiator structure in kernel memory will show the state as 0x1000 or 0x0008.
Local fix
Workaround is to unmap the vfchost adapter, then re-map it.
