Troubleshooting
Problem
In Rational Reporting for Development Intelligence (RRDI) "AAA-AUT-0013 The user is already authenticated in all available namespaces" error appears.
Symptom
The error is as follows:
"DPR-ERR-2109 The dispatcher cannot service the request at this time.
The dispatcher is still initializing."

Cause
The file jazzns.jar is missing. Use the following steps to confirm if this is the case.
- Start Cognos Configuration.
- Under Security > Authentication. Right click your Jazz namespace and click Test.
- Check the cogserver.log for the error
- Check the following directory to verify whether jazzns.jar exists. <was_install>/AppServer/profiles/RationalReporting/installedApps/<cellName>/IBM Cognos.ear/p2pd.war/WEB-INF/lib/jazzns.jar
The application needs to be redeployed if the file is missing.
Resolving The Problem
Rebuild the .ear file and redeploy
