Error description

• MVS DOWNLOAD ABEND024 RC0130 is issued in conjunction with JES3
  IAT6946 message indicating "GETREC FSI ERROR - NO BUFFERS
  AVAILABLE" error.
  
  VERIFICATION STEPS:
  1. MVS DOWNLOAD ABEND024 RC0130 issued.
  2. JES3 IAT6946 message issued.

  * PROBLEM DESCRIPTION: MSGIAT6946 GETREC FSI ERROR followed by *
  *                      ABEND024 RC0130.                        *
  ****************************************************************
  * RECOMMENDATION:                                              *

  An FSS (Functional Subsystem) application was processing a
  SYSOUT data set.  The read ahead task (module IATFPRA)
  determined that no index buffers (IATYINPX) were available.
  Most of them were on the read ahead chain.
  
  In parallel, the FSA task processed SYSOUT data until the read
  ahead chain was empty, at which point module IATFPGF,
  processing a GETREC request, posted the read ahead task and
  waited for a post.
  
  The read ahead task had not yet reached its WAIT.  After a
  delay, it posted the FSA task, indicating a failure to obtain a
  buffer, then waited.  Since IATFPGF had already posted IATFPRA,
  IATFPRA continued immediately and started to read SYSOUT data.
  
  Before IATFPRA had a chance to add an index buffer to the
  read ahead chain, IATFPGF detected that the chain was still
  empty.  It issued MSGIAT6946 GETREC FSI ERROR and returned
  an error to its caller, which subsequently abended with
  ABENDS024 RC0130.
  
  The same error can occur if the empty chain is the spool
  buffer chain (IATYBFPX) instead of the index buffer chain.

  Module IATFPRA has been changed to continue processing SYSOUT
  data, instead of posting module IATFPGF with an error
  condition, if index and spool buffers have become available
  between the time an empty chain was detected and the time
  that IATFPRA is ready to post the GETREC routine.
