APAR status

• Closed as program error.

Error description

• If a system is IPLed with PAGESCM=NONE, an attempt to take
  SCM offline may be denied with msgIEE193I and text
  "INSUFFICIENT AUXILIARY STORAGE" as the reason.
  IAXBD does not account for ASM using only part (or none) of the
  available SCM when determining the impact on paging resources.
  

Local fix

• IPL with PAGESCM=ALL, or do not assign any SCM to this LPAR.
