OA45524: VOLHRCAL ERRONEOUSLY SET DURING DSS CONVERTV

Error description

• When DSS CONVERTV SMS is issued, and when a particular data set
  is moved from a UCAT to a MCAT, the VOLHRCAL (HSM incomplete
  recall) flag is set erroneously.
  
  To cause a data set to be recataloged, it's alias that points to
  it's UCAT must be deleted prior to the CONVERTV. This causes DSS
  to recatalog the data set in the normal catalog search order.
  The DEFINE process will build a FVT (Field Vector Table) for the
  new BCS record, but not a FVT extension. Catalog does not check
  for this extension and assumes it exists. Upon reading the FVT,
  Catalog will check for status flags in the nonexistent appendix,
  which causes Catalog to read beyond the end of the FVT, which
  leads to the HSM incomplete recall flag to be set to ON.
  
  In the reported case, subsequent attempts to either DELETE or
  MIGRATE/RECALL the affected data sets failed with:

Local fix

• Avoid DSS COVERTV SMS that would cause a recataloging of data
  set.
  
  
  To DELETE NOSCRATCH entry, avoid HSM recall invocation by
  authorizing user to the ARCCATGP racf group.   This is effective
  regardless of HSM being active or not.
