Websphere Application Server does not start at boot time or at HA failover

Troubleshooting

Problem

When the server is rebooted, or failed over in an active/passive HA configuration, the WebSphere Application Server does not start.

Symptom

The ASBAgent, LoggingAgent and DataStage RPC daemon all start correctly, but the WebSphere Application Server does not start, and it appears no attempt was made to start it. The WAS log files to not get created (or appended), and the startMetadataServer.log in the ASBServer/bin directory contains only a timestamp. The MetadataServer.sh script appears to be running but hung.
