Error description
When H/W AND S/W ARE OUT OF SYNC and an activate soft command is issued without the validate parameter, then a software activate will take place. Different to the documentation, which stated the default of soft=validate, hardware validation is not performed. Additional Information: In the past when a system was out of sync, ACTIVATE IODF=xx,SOFT was accepted. After the application of this ptf user's may receive the following message when attempting to activate on a configuration that is out of sync: IOS500I ACTIVATE RESULTS ACTIVATE FAILED - ERROR MESSAGE(S) ISSUED REASON=A837,KEYWORD VALIDATE NOT ALLOWED, NO VALIDATION POSSIBLESINCE H/W AND S/W ARE OUT OF SYNC. User's will be required to NOW issue ACTIVATE IODF=xx,SOFT=NOVALIDATE if the configuration is out of sync. .

Problem conclusion
