Error description
The following error is received when dynamically allocating a non-sms VSAM file and PRIM_ORG is specified in ALLOCxx. IGD17103I CATALOG ERROR WHILE DEFINING VSAM DATA SET IBM.TEST.VSAM RETURN CODE IS 136 REASON CODE IS 16 IGG0CLEM SMS is failing to create an space parameter list (FPL) in the Catalog Parameter List therefore Catalog does not find any space parameters and returns rc 136 rsn 16. A DACRE is passed in the CPL extension in this client's case.

CONTROL NUMBER: KFI0621 his APAR is being closed as FIN with the concurrence of the submitting customer. A solution to this problem will be delivered in a future DFSMS release, if there is one, within the next 18 to 24 months. This problem is fixed in z/OS DFSMS V1R12
