  • SCTP persist timer would not function correctly - mainly, it
does not backoff exponentially and it has additional bug that
could cause persist timer to stop sending further probes when
the SACK for a probe is not lost.

  • Fixed the persist timer code to trigger probes with
exponentially backed-off timeout value.
