3rd parties (vendor not IBM) may be presented with Enterprise Edition choice at install time, even though they do not sell the Enterprise Edition. Also, chedition command allows change to Enterprise.
Problem conclusion
If the vendor is not IBM, allow a VENDOR_ENTERPRISE value to be set in the /usr/lpp/bosinst/bos.vendor.profile to indicate whether the vendor sells an Enterprise Edition. Have this setting impact whether chedition will allow a change to Enterprise.
