Changes in "Controller Configuration" are not saved, for example cannot change Security configuration from 'Native' to 'Cognos 8', if UAC is enabled

Problem

I.T. administrator logs onto Controller application server as a Windows user who is a member of the local "Administrators" group. User then launches "Controller Configuration" and tries to make a change. *For example, inside "Security" the user tries to change the setting from "Native" to "Cognos". User saves changes, but (afterwards) when testing finds that none of the settings have changed. * For example, users are prompted to logon using Native security.

Symptom

Configuration changes made inside 'Controller Configuration' are not saved.
