Error description
The CP SEND <prtid> function is used by PSF/VM (and other distributed services) to allow one VM user, like the Spool File Conversion Machine (SFCM), to notify another VM user, like the Printer Driver Machine (PDM) of an event such as the arrival of a new spool file to be processed. After an upgrade from z/VM 6.1 to z/VM 6.3, a customer noticed SFCM failed to notify PDM and required additional intervention to print. When a new spool file arrives on an empty print queue, the printer driver does not automatically respond. It must be started by a manual operation (which could be as simple as a query).
Local fix
A circumvention is possible with automation to send a status request to the printer driver on a regular basis.

Problem conclusion
For SSI support in z/VM 6.2 the SEND command was enhanced to support remote SCIF over ISFC through a new 'AT' operand. The required changes to the command parsing introduced a logic flaw that altered a couple of registers that were needed when the command was intended for a print server. Instead of delivering the message, SEND failed with an error (HCPSEC045E). To address this problem, the registers are restored before the code forks to call HCPXSSSE (user) or HCPAPXSD (printer).
