  In the past, zOSMF console may return error
  "Can not retrieve local time zone" to user
  when user tries to issue a command with
  console service, user can't take proper
  action according to this error. We refine
  the process for initiate a zOSMF console and
  provide more detailed errors if there is
  error happens during the initiation, user
  could get more information on why the error
  happens and take proper action accordingly.

  We add following new messages:
  IZUCN022E The maximum number of TSO/E
            address spaces has been reached.
  IZUCN023E CONSPROF command has not been
            defined as a TSO/E authorized
            command.
  IZUCN024W The ROUTCODE for this console is
            NONE.
  
  We add following 3 fields to the response
  for issuing a command:
  consoleMscope, consoleAuth, consoleRoutcde
  If it's the first time for a user to issue
  a command with this console, the value of
  these 3 fields are returned to the user,
  otherwise these fields are omitted.

                console.
  consoleRoutcde Routing codes for the console
  
  There's some update for zOSMF Console
  service UI in this APAR.
  
  We add a column "Console Name", the console
  name for each system will be shown in it.
  We change the "Console" to actual console
  name.
