Problem conclusion

• Code in HSFTCPMN has been changed to correctly handle retry
  when collecting data and there are a large number of TCP/IP
  connections .
  
      Although JD  is only available with  SDSF 2.2, this  fix has
  also been rolled into SDSF 2.1 for toleration purposes.
