• Closed as program error.

Error description

• An S213 abend or other OPEN failure may occur when message
  explanations are generated at the end of a Tivoli Advanced
  Catalog Management job step. This is replaced with a warning
  message that the libraries could not be opened. A similar
  message will be issued if the MSGLIB cannot be allocated.
