Problem
SI not starting
Symptom
After replication of SI file system to another machine as well as IP address, GIS doesn't start with OPS server throwing the error:
The socket name is not available on this system.
Error Message
[2009-01-30 17:22:40.934] ERROR 000210090077 OPS.SERVER.ERR_error error: Could not bind to port 5427 .java.net.BindException: The socket name is not available on this system.
