Error description

• Customer is performing an DB2 LOAD under ISPF. He references
  an EXTRACT data set which has been migrated to TAPE or DISK by
  HSM. An error message of FOPK031F "FILE EMPTY" is being
  returned, even though the data may have been correctly recalled
  to DISK.

  Optim performs the recall of migrated data sets before
  processing them. However there may be a brief period of time,
  before identifying the data set and its physical recall to the
  disk, when the allocation information may not be available.
  This leads to the "FILE EMPTY" error message.
  

Problem conclusion

• Optim processing will be adjusted to detect processing of
  migrated data sets which may have incomplete allocation
  information.
