Error description

• After applying the PTF for OA55207, customer experienced an
  ABENDD22 RSN=3C and message IEA145E was issued, indicating the
  CONSOLE task that receives commands from other systems took the
  ABENDD22.  The command was from another system in the SYSPLEX,
  and the Console that issued the command was UNKNOWN to the
  receiving system.
  
  Problem 1 related to EMCS Consoles:
  A review of the dump showed that there were
  many EMCS Console around the SYSPLEX that were not defined on
  this (abending) system.  At the time that this system joined the
  PLEX, and was defining its EMCS Consoles, another system was
  leaving the PLEX.  It appears the system that was leaving was
  the one that was sending the EMCS Console data for the SYSPLEX,
  and its leaving cut short the data.

  Problem 2 related to MCS Consoles:
  After a system joins the SYSPLEX, it may issue the ABENDD22 for
  commands coming from another system, in which the "unknown"
  Console is an MCS console defined on the issuing system.  A
  review of the dump showed that NONE of the MCS Consoles from the
  sending (issuing) system were defined on the system that joined.
  Varying the MCS Console offline and then back online will
  eliminate the ABEND for commands from that Console.

Local fix

• For problem #1:
  1a. Do not partition a system from a sysplex at the same time a
     system is joining the sysplex.
  1b. Do not IPL a system into a sysplex until a partitioning
     system is completely removed from the sysplex.
  
  Once the problem occurs, there is no way to redrive the
  process to receive all of the EMCS Console data again until that
  system re-IPLs into the PLEX.
  
  For problem #2:
  VARY the MCS Console offline then online again.

Problem conclusion

• Console data sharing that is performed when a system joins a
  sysplex has been improved to avoid the reported problems.
