Planning jobs remain in QUEUED status despite being monitored by a Job Server Cluster

Problem

IBM Cognos Planning Contributor Jobs remain in a QUEUED status, even though the Job Server Cluster is monitoring all job containers. When an attempt is made to re-start the Cognos Services on the Job servers in Cognos Configuration, the Planning service does not shut down, or will not re-start.

Symptom

In Windows Services on one or more job servers, the Planning service 'Cognos 8 Planning' or 'IBM Cognos 8 Planning 8.4' is in a status of 'stopping' or 'starting'
