Problem
Whenever you restart the Tivoli Enterprise Portal Server (TEPS), sometime, the webstart client on the Service Console Index gets a random port. Please check the screenshot. This forces to open a new port on the system. How to prevent this random port assignment?
Symptom
Please look at the below screenshot. for example, the port 41214 (refer the bottom of the screenshot) is used by webstart client when we hover over "IBM Tivoli Enterprise Portal Webstart Client"
