Problem
IBM Rational Rhapsody fails to load a package as reference due to conflicts in the element IDs of referenced elements with the existing ones in the model.
Symptom
The full error message is as follows: Unit cannot be loaded as REFERENCE, reason: It contains the CB1 Class which already exist in the project (duplicate ids).
Error when loading reference unit PackageA1.sbs.
