Illegal port number '0' error message when starting a DOORS client

Problem

The error "Illegal port number '0'" is seen on every client startup attempt along with a prompt to install the DOORS client.

Symptom

After installing the DOORS client it worked fine, but now the error "Illegal port number '0'" is seen on every client startup with a prompt to install DOORS:
