Problem

Cognos service fails to start. The error "CFG-ERR-0106 IBM Cognos did not receive a response from the IBM Cognos service in the time allocated" is shown in Cognos Configuration.
cogaudit.log and cognosserver.log are not created.
 java.lang.IllegalArgumentException: Could not parse configuration value as a duration: ${persist.timeout} in p2pd_messages.log is logged in p2pd_messages.log
