Why might I not be able to retrieve the system log or viewable system log messages for Content Manager OnDemand for i?

Question

Since upgrading to a new version of the Content Manager OnDemand for i licensed program product, I receive the error "OND1002, Connection cannot be established for the >localhost<. Instance 'QUSROND' sent severity 2 message number 142 for user 'QONDADM' at 'mm/dd/yy hh:mm:ss". What might be causing this or a similar problem where the viewable messages inside the system log cannot be displayed?
