tacmd viewuser fails after installing SP2

Troubleshooting

Problem

After installing SP2, when trying to use tacmd viewuser -i 'user' -p, the command fails with the following error:
KUICVU099E The viewUser command failed because an unexpected error occurred. Please consult the /opt/IBM/ITM/logs/UserAndGroupCLI_0.log log file to determine the cause of the error.
Tacmd viewuser with other options (-o or -v or -a) they works correctly.

Symptom

In the /opt/IBM/ITM/logs/UserAndGroupCLI_0.log (which I uploaded), there is the following error: java.util.MissingResourceException: Can't find resource for bundle java.util.PropertyResourceBundle, key RDMUI at java.util.ResourceBundle.getObject(ResourceBundle.java:461) at java.util.ResourceBundle.getString(ResourceBundle.java:418) at com.ibm.tivoli.itm.user.viewUser.getUserDetails(viewUser.java:384) at com.ibm.tivoli.itm.user.viewUser.run(viewUser.java:1201) at com.ibm.tivoli.itm.user.viewUser.jnimain(viewUser.java:1261)
