CRTCLUUSRQ Command
This command creates a user queue specific to a clustering environment.
Clustering requires user queues to be used for the API responses to be created with special parameters.
Parameters
NAME - Name of the user queue and library
Note: The default library is QZRDHASM, the library used for ICSM
