The database monitor accumulates information about fetch requests. The fetch monitor record is written after the cursor is closed.
The enhancement is to keep track of the first warning or failure observed during the fetch requests and use that information on the monitor fetch record.

This enhancement enables the use of STRDBMON FTRSQLCODE() pre-filter as a technique to isolate application fetch-time failures or warnings.
