The scheduled Start date of the Work Order gets updated by Assignment of labour

Set the Scheduled start date for a Work Order.  Assign a labour to this work order that the labor's shift start time is earlier than the work order Scheduled start time. The work order Schedule Start time is changed to the labor start time.

Steps to test this.

1. Create a work order, set the scheduled start to 1/07/2015 8am.
2. From the Assignment Manager application, find the work order created above.
3. Modify a labor who starts work at 6am 1/07/2015 and assign this labor to the above work order and save.
4. Go back to Work Order Tracking application, the above work order scheduled start time is changed to 6am.

Maximo works as designed.
When you create a work order with scheduled start and finish set up. If you use the Assignment Manager to assign labors to this work order, the work order scheduled start time will be changed to the earliest time of the labor start time.
The same thing happens to the Scheduled Finish field. If you have set a scheduled finish time for the work order. When you use the Assignment Manager to assign labors to the work order, the work order scheduled finish time will be changed to the latest labor finish time.
The Scheduled Start and Scheduled Finish fields are updated according to the Labor assignment.
