The cause is a corrupt Ackhdr.TPL file preventing the Bld997.tpl from being used, as reflected in the trace file generated from the enabled TxTrace.exe executable.

To resolve the issue, in the non-working environment, rename the corrupt Ackhdr.TPL file and from a working environment, copy the Ackhdr.TPL file into the non-working environment's RegTransObj directory (C:\GENSRVNT\RegTransObj\Ackhdr.TPL).
Inbound export translation now successfully generates outbound 997 acknowledgment.
