After In Place upgrade from 11.5 to 11.7 to 11.7.1 DataStage Clients receive the following error (11.7.1.0) is not compatible with the installed service tier Version()

Problem

After In Place upgrade from 11.5 to 11.7 and then in place upgrade from 11.7 to 11.7.1 DataStage Clients receive the following error when they try to login:
Your client version (11.7.1.0) is not compatible with the installed service tier Version().

Symptom

The SystemOut.log shows the following errors:

 [10/3/19 16:10:55:241 EDT] 00000177 ResourceRegis I org.apache.wink.server.internal.registry.ResourceRegistry filterDispatchMethods The system cannot find any method in the com.ibm.istools.rest.resources.DomainVersionResource class that consumes null media type. Verify that a method exists that consumes the media type specified.
