Problem

Getting 'We can't retrieve your notifications right now'  when clicking on notifications icon even when accessing Cognos using a dispatcher URI http://serverhost:port/bi

Symptom

1. A network HTTP trace captured on the user's machine shows that the HTTP request to /bi/v1/notifications?unread-only=true&max=20&offset=0 returns 500.
2. The log file cognosserver.log contains the following message:
DPR-ERR-2008 The dispatcher is unable to process the request. The request is directed to an unknown service name: "http://www.ibm.com/xmlns/prod/cognos/internal/hts/_1".
