ClearCase: Visual Studio 2019 "Create Project" prompts error "Failed to open the new experience to create projects. Falling back to the old experience."

Problem

If ClearCase is integrated with Microsoft Visual Studio 2019, when Create Project is launched, Visual Studio might display the following error message:

Failed to open the new experience to create projects. Falling back to the old experience. Please check the activity log located at ‘C:\Users\admin\AppData\Roaming\Microsoft\VisualStudio\16.0_ff47bcf7\ActivityLog.xml’ for more information.

Resolving The Problem

According to Microsoft, this issue should be resolved in the Visual Studio 2019 16.3 Preview GA release.

Workaround: Click OK on the error dialog box. The integration should work.
