Can't contact LDAP server error, when trying to login to ClearQuest

Problem

This technote explains how to resolve an error, "Can't contact LDAP server". This can occur when logging into IBM Rational ClearQuest with LDAP authentication.

Symptom

Trying to login to ClearQuest results in the following error:

LDAP operation 'ratl_ldap_simple_bind_s' failed with error code 81.  Description: Can't contact LDAP server.
