Network IPS 4.6.1: Signature files log a wrong magic bytes error message during a firmware upgrade

Problem

During a firmware upgrade, the firmware upgrade log contains an error message indicating that some signature files contain the wrong magic bytes at the start. Examples of error message: /sbin/ldconfig: /usr/lib/libissnetworkconf.so.sig is not an ELF file - it has the wrong magic bytes at the start. /sbin/ldconfig: /usr/lib/libsnortconfig.so.sig is not an ELF file - it has the wrong magic bytes at the start.
