Netcool WebGUI users get Error 500 from Filter Builder, View Builder

Problem

Users get below error from filter, view, and tool builder: Error 500: javax.servlet.ServletException: ArgumentException: A connection could not be obtained for driver class "null" and URL "null"

Symptom

User get below error message on the screen from filter builder, view builder, tool builder :

Error 500: javax.servlet.ServletException: <openjpa-1.2.3-SNAPSHOT-r422266:1350274 fatal user error> org.apache.openjpa.persistence. ArgumentException: A connection could not be obtained for driver class "null" and URL "null". You may have specified an invalid URL.

Below error messages were found in SystemOut.log on WebGUI server. These error messages suggest that WebGUI server is trying to access DB2 database but it is failing.

Caused by: com.ibm.websphere.ce.cm.StaleConnectionException: [ibm][db2][jcc][t4][2043][11550] Exception java.net.ConnectException: Error opening socket to server mytesserver.com/9.11.11.11 on port 50,000 with message: Connection refused.DSRA0010E: SQL State = null, Error Code = -4,499
